Licences and Permits
The Business Opening and Operating Licence aims to minimize environmental damage such as air, soil and water pollution that may arise from business activities, as well as factors that threaten human health. Businesses are obliged to ensure a safe working environment and to prevent environmental pollution.
Types of licence
Licences are issued as sanitary or non-sanitary establishment licences depending on the activity of the business. Non-sanitary establishments are classified as 1st, 2nd and 3rd class according to their activities.
Legal basis

The authority to issue licences and carry out inspections lies with our Regional Directorate under the Regulation on Business Opening and Operating Licences published in Official Gazette No. 25902 dated 10.08.2005.
